Promotion at work

I am working in a college as a lecturer. I have good name in college. All appreciate me for the work I do. But I doesn't get (terms of salary) for the work I do. Recently I completed my masters by which i will get promotion.But this is blocked as the chairman is delaying to do the signature. All things all blocked because of it. Kindly suggest me so that I get what I deserve.
