Troublesome neighbours
I have this neighbour who is super rich and has rented his property to a couple but denies to pay maintainance by giving petty reasons. Society people talked with him multiple times but he is not paying. Previously, also we had filed a case, but he bribed police and case was closed so he is not scared and is confident that no one can do anything now. Kindly suggest what we can do to make him pay on time, it's 7 years, this is affecting me mentally as his apartment is right in front of me, coz I take my Dog and toddler for walk and play on terrace and now he says that I cannot own the dog and should be denied to use terrace only then he will think of giving maintenance. He doesn't even stay here but just becoz he doesn't wanna pay but use the facility(broker comes multiple times in day using lift) he gives non sensical reason. Just to get money from him, society people have started agreeing and fulfilling his wishes as everyone wants to avoid dispute and are pressurizing me to stop using terrace which is my legal right(everyone uses terrace in my building, not just me) which is very unfair for me as due to Corona I am not taking my boy out in parks. Please suggest me what should I do, how and what method/energy/serums to use as I m very disturbed.

Basically I live in an apartment where I feel the land is disputed, has negetive energy, none of the residing owner is happy and there are constant disputes, as if the building or the land is cursed. We have had multiple legal issues, police cases, bad tenant situation, bad fights. It's as if the property is cursed and no one feels mental peace in their home. If we manage to solve one problem, other one rises and problems are always extreme. That's why I have come here to seek help from all VK teachers and experts to help me solve my problem.
