Unresolved issue

I'm stuck with a house owner where I'm planned to move in another 10days. This owner is showing as much occupied and the agreement is not happening neither he is denying to give the flat nor is responding to my messages or calls. There is a constant worry of getting cheated or being left with no options.
I did direct request to VK ma to resolve all issues between me and the house owner.
I don't know what else request should I make to VK maa. Kindly advise.
